In-app notifications is a powerful and effective means of getting notified. As an end user you can opt for receiving notifications in email, in-app or both. You can set this preference in each project you are interested in.
Step-by-step guide

Open the Watches tab of the projects
Set your preference of notifcation in "Specify what way you prefer to get notified" to In-App or Email and In-App.
Set the event types you are interested in
Now, if an issue of this project changes you will receive notifications within JIRA.
In-app notificaitons are accessible in two ways:
by clicking the eye icon next to your profile menu
by clicking Notifications in your profile menu
