Classic Mail Handlers cannot be migrated from Server to Cloud in one procedure, because Classic Mail Handlers don’t have a counterpart on Cloud.
Classic Mail Handlers are being deprecated and will be removed from the Server/Data Center versions soon. We recommend that you convert your Classic Mail Handlers to Next Generation Mail Handlers first while still on a Server/Data Center instance, and only migrate the settings to your Cloud instance afterwards.
