Issue cannot be created

Description

Settings:
E-mail sender not part of project, but customer in an SD.
Mail handler: Default reporter set to site admin. Create issue action added.

When I try to create an issue with e-mail, Jetic tells me that I do not have permission to do that.

Expected behaviour: The default reporter should be used when creating the issue.
