When a mail handler executes an Update issue action, execution fails if the user is not admin or project admin with the error message "To discard the user notification either admin or project admin permissions are required."
Whether a notification email about the issue update is sent to all watchers. To disable the notification, administer Jira or administer project permissions are required. If the user doesn't have the necessary permission the request is ignored.
A new checkbox is added that can disable this suppression
For existing handlers, it should be enabled
By default, it should disabled (for new actions/handlers)
When it fails, it should fallback to default reporter
