on 10.11 notifications set to fire from the Issue Resolved event fail to pick up the comment added by the close issue window and therefore no email with the resolution is being sent out to our customers. These worked fine before that time.
We are using a very basic setup of the JETI handler at the moment and are almost entirely copying the step by step Email Helpdesk as is shown in your wiki.
I have checked for other events sending out notifications (set the notifications to fire on issue comment edited or comment added and these work fine.)
What i have noticed is that no change, status, resolution or comment, made in the resolve issue screen is able to generate an event. Have you encountered this bug?

Lokunarpóstur Notification is used for x2 contexts (highlighted) , attatchments added for clarification
One specific template for a single Project and one specific context for all other Projects (this setup worked properly before 10.11)
I could ultimately reproduce the case. A fix will come quickly.
Thank you, i forgot to add that i tried to add the Issue COmmented notification on the same JQL condition with no results.
A new version has been released with a fix for this, please test it and let me know if you need further assistance.
