I transitioned an issue (which fires a post-function) and selected that the comment be an internal comment. My external user received that internal comment. How do I prevent the comment from sending IF it's supposed to be restricted to a specific group while still being able to send a state transition email to the external user?

Phil, the fix is around but it will work lilke if the comment is limited visibility and there are non-jira recipients, the comment is not added to the email.
Unfortunately it is not possible to show the comment in the emial to JIRA users with permission, to hide it from all others.
The reason is that JETI sends only one email that includes all recipients.
The only thing we could do is that in these cases we render a placeholder something like click here to read the comment. The link would be the permalink to the comment, so when clicked and the user has permission, it will highlight the comment for reading.

I can confirm that I have not received restricted comments from my testing.
