Attachments not displaying correctly if added as a thumbnail, and thumbnails are disabled
Description
If thumbnails are disabled in Jira, the mail handler should not add “|thumbnail” to the included image. Currently it does, and thumbnails are not displayed in Jira if Thumbnails is disabled.
