SD notification handler fails JQL filtering

Description

Notifications are working correctly when sent using a Core event, but the JQL Filter doesn't work correctly when using a Service Desk event.

When there're 2 possible notifications for the same event with different JQL Filters, when one is true the correct notifications are sent. When both are false, instead of not sending any notifications at all, both are sent.

Happened in version 7.1.1.4, updated to 7.1.1.6 but still the same behaviour.

Tried with:

JQL 1: cf is NULL
JQL 2: cf is not NULL

JQL 1: cf is EMPTY
JQL 2: cf is not EMPTY

JQL 1: cf = value
JQL 2: cf != value

JQL 1: cf in (values)
JQL 2: cf not in (values)
