Issue Created notification is not sent to customfield address

Description

Because "Acknowledge new issues" cannot be set to text or HTML per-project, we are using a "issue created" notification during a transition period from text to HTML -notifications.

The issue created -notification however is not sent to external recipients. More specifically if a customer creates an issue by email, and is not an existing user in JIRA.

The email address is saved to "email from" -customfield, which in turn is set as a recipient in the issue created -notification. However nothing is sent to that address.

Other notifications to "email from" seem to be sent fine, so it only affects this. As if the notification for creation is sent before the email address is saved to the field. Also if the sender is recognized as an existing JIRA-user, the notification is sent as well. So this only affects the customfield contents.

Adding an option to select "Acknowledge new issues" -format on a per-project basis would work for us too.
