We have mail handlers configured for 3 different projects designed to reopen issues if they are commented on by email. Recently it has come to my attention in our atlassian logs that it is indeed commenting but is no longer reopening the issues. Jira throws the following error:
I have checked and double checked permissions and roles and everything is as it should be but none the less, it still fails

Any thoughts on why it is using the reporter to process the transition? Is this expected behavior?
When a transition is called we need a user on behalf of which the transition is invoked.
If an email sender's email address belongs to a JIRA user, that user will be used to execute the transition.
Otherwise, the issue reporter because most likely that person has permissions to execute transitions.
We will reconsider this to use the default reporter instead.
The reason I would suggest using the default reporter instead of the reporter is because a reporter can still be a disabled user. If you try to reopen the issue for whatever reason and the reporter is disabled, the transition will fail as the user doesn't have the permissions. If the default reporter executes the transition then as long as the project configuration is accurate, the transition will succeed every time.
Until the time a change is made (or not), you may want to update the documentation to explicitly state the reporter performs the transition actions.
