I have enabled Create Users but that is not working

Description

Hi,

I am using Email this Issue for my service desk project. In the mail handler I have chosen Service Desk: Create Or Comment Customer Requests (Supports Split Regex) and in the incoming mail handler setting I have enabled creating of users - but this is not creating issues or users.
